Dear Administrator:

RE: Interim Calendar Year (CY) 2023 and CY 2024 Pediatric Certified Home Health Agency (CHHA) Home Health Aide (HHA) Medicaid Rate

This letter provides information about the home health aide minimum wage adjustment for the Pediatric Certified Home Health Agency’s Medicaid fee-for-service (FFS) interim reimbursement rates taking effect January 1, 2023 and January 1, 2024. The FFS rates were updated in accordance with the scheduled minimum wage increases as set by the Minimum Wage Act (Article 19 of the New York State Labor Law) and the Enacted State Budgets for State FY 2023 and FY 2024. These rates were calculated by applying the following location based minimum wage HHA adjustments, using the October 1, 2022 rates as the base rates and adding applicable fringe and wage parity changes for the relevant regions:

The Department of Health is currently reviewing provider reported home care cost report changes. The interim CY 2023 and CY 2024 FFS rates that will be reconciled to final cost-based rates. Note, interim pediatric rate sheets will not be posted on the Health Commerce System (HCS) Gateway portal. Once the rates are reconciled, the providers will be notified by email and their pediatric rate sheets will be posted to the HCS. Additionally, the reconciled pediatric rates for all providers will be posted to the Department’s website as well.

The payment for these rates will be made in Cycle 2449 with a check release date of August 14, 2024. If you have any questions regarding the above information, please send an email to CHHA-Rates@health.ny.gov and the Department will respond to your inquiries.
